Upon assignment, the worker remains an employee of the agency, which actually “rents” the worker’s services to the end user. The user keeps records of the work, for which the agency issues an invoice on the agreed terms. The agency ultimately pays the worker a salary. There is an assignment agreement between the agency and the beneficiary, based on which the agency “imports” workers. The agency can change the beneficiary but is obliged to inform the competent authorities.
In the mediating process, the agency seeks a worker only for the employer. After the one-time compensation is paid, the worker is no longer financially connected to the agency. His salary is paid by the employer and the import procedure is handled directly with the employer. There is an employment mediation contract between the agency and the employer.
After finding suitable candidates, the data is sent to the employer, and we agree on the import of labor from third countries. The employer prepares the contract in accordance with the laws of the Republic of Croatia and the contract on accommodation of workers. The agency sends the contracts signed by the employer to the employees for inspection and signature, after which the agency sends the documents back to the employer, who then completes the application in the CES application. After the CES makes a decision on employment, it sends the opinion of the Ministry of Interior of the Republic of Croatia, which, after its review, issues a residence and work permit for the employee.
The employer pays for the permit, collects it from the Police Department and sends a copy of the document to the agency, which, if necessary, applies for a visa for the employee.
The agency or the employee pays for the transportation of the employee from the home country to the Republic of Croatia, and the employer receives the employee upon arrival in the Republic of Croatia, usually at the airport.
The employer accommodates the employee and issues them ID cards at the relevant police administration.
Bookkeeping registers the employee for health and pension insurance, following the same procedure as for citizens of the Republic of Croatia.
The cost of assigning workers is higher, especially in the long run, because it is 10-15% of the Gross 2 monthly salary + VAT. The cost of mediation is one-time HRK 500.00 for each employee.
Gross 2 refers to the total cost of the employer for the employee and includes all total benefits such as taxes, surcharges and pension and health insurance.
